To increase investments in youth employment/enterprise development through state and national advocacies for the implementation of NYP Pillar 1, and to strengthen partnership and effective collaboration among stakeholders for the delivery of the policy benchmarks of NYP Pillar 5.

• Implement Employment creation and entrepreneurship programs outlined in the policy outlined in Pillar 1 of NYP.
• Implement programs that facilitate Youth entry into the agriculture value chain and ICT as outlined in Pillar 1 of NYP.
• Establish a multi- sectorial youth development technical working group to ensure effective delivery and to achieve policy objectives in Pillar 5 of NYP
• Establish a National Youth Development Fund as outlined Pillar 5 of NYP
• Strengthen the youth mainstreaming strategy to ensure the designations of focal persons and specification of annual budget lines in relevant MDAs in line with Pillar 5 of NYP
